Consultation on the Inquiry Rules for the Truth Recovery Public Inquiry

Overview

The Inquiry (Mother and Baby Institutions, Magdalene Laundries and Workhouses) and Redress Scheme (2026) Bill (“the Bill”) was passed by the Northern Ireland Assembly on 30 June 2026, with Royal Assent to follow in Autumn 2026.

Following this, Inquiry Rules will be brought before the Assembly for consideration prior to their being made into law. This will enable the Inquiry to be established.

Why are we seeking your views?

The purpose of this consultation is to seek views on the proposed Inquiry Rules which set out the procedures to be followed during the Inquiry as allowed for under clause 28 of the Bill. The Rules are intended to ensure that the Inquiry operates in a fair, transparent and consistent manner.
