Five year legislative review
Overview
The Police Ombudsman for Northern Ireland is required to undertake a review of the legislation which governs the work of the Office every 5 years.
Although the provisions of the legislation which is the subject of this review paper have been amended over the past two decades to give additional powers to the Police Ombudsman, there is no consolidated statute bringing this primary and secondary legislation together as a single reference point.
The overall objective of this review is to create a series of recommendations which, if or when they are enacted, will provide a contemporary and effective legislative framework which aligns with international best practice and which supports the primary statutory duty of the Police Ombudsman: to secure an efficient, effective and independent police complaints system, and to do so in such manner and to such extent as appears to her to be best calculated to secure the confidence of the public and of the police in that system.

This review is a key part of the Office’s transformational change programme and contains 23 recommendations which we believe support our vision to be a contemporary policing oversight body.
As you will see, the consultation response is structured to allow you to submit a view on any or all of the recommendations. You do not have to comment on each one.
