System Partners Investment – National Governing Bodies (NGB) Programme

Closed 10 Nov 2025

Opened 12 Sep 2025

Overview

Sport NI is committed to investing public funds in ways that are fair, inclusive, and impactful. As we plan the next phase of our funding model, we are taking a close look at how we assess applications and allocate support. This consultation invites you to help shape that model.

We know that organisations across the sporting system face different realities—some are large national bodies with dedicated teams; others are small, volunteer-led groups. Our proposed assessment approach aims to reflect that diversity. It includes both numbers and narrative, and places value on inclusive practice, strategic learning, and system-wide influence.

This is not just a technical review. It is about creating a process that works—for you, for the people you serve, and for the long-term health of sport in Northern Ireland.

We want to hear from funded and unfunded organisations, from system leaders and community connectors, from people with lived experience of exclusion and those building more equitable systems. Your feedback will shape our final assessment criteria and guidance.

Thank you for taking the time to contribute. Together, we can build a funding model that strengthens sport for everyone.

What happens next

Following on from this, Sport NI will publish a ‘You said, We Did’, summary to show how consultation influenced the final model.

Once the consultation closes on 6 November 2025, Sport NI will:

  1. Analyse all responses – Feedback from surveys, workshops, and written submissions will be collated and reviewed. We will look closely at how proposals may impact Section 75 groups and at suggestions for strengthening equality of opportunity.

  1. Refine the programme design – Insights from consultation will directly inform the final shape of the System Partners Investment – NGB Programme. This may include adjustments to strand objectives, eligibility criteria, assessment methodology, and monitoring requirements.

  1. Report findings – A consultation summary report will be published on the Sport NI website. This will outline the themes raised, Sport NI’s response to key issues, and how feedback has been incorporated into the final programme.

  1. Implementation – The programme will launch in principle, November 2025.
