CONSULTATION ON DRAFT SPECIAL EDUCATIONAL NEEDS (SEN) CODE OF PRACTICE

Overview

The focus of this consultation is on the new SEN Code of Practice.  A full copy of the consultation document and the new draft Code (each section of the Code is attached separately) can be found in the related documents below and also on the Department of Education website.

The completion of a Personal Learning Plan (PLP) for each child with SEN is a key element of the proposed new SEN Framework.  Some samples of PLPs are attached which may help inform your response to the question relating to the new PLP.

Links to other related documents including a summary guide for parents and young people and an easy read version for younger children are also attached to help you to respond to this consultation.

Why We Are Consulting

The Department has been working to develop a new improved and more responsive SEN Framework.  The new SEN Framework is made up 3 elements:

  • The Special Educational Needs and Disability Act (Northern Ireland) (the 2016 Act).
  • New SEN Regulations.
  • A new SEN Code of Practice.

This consultation is on the new Code of Practice which translates the new draft SEN law into clear and practical guidance for those involved in identifying and assessing children who have, or may have, SEN and for those who provide special educational provision for children with SEN.  The new draft Regulations are subject to a separate consultation.
