Overview

The Department for Infrastructure (DfI) is seeking your views on an amendment to the Motorways Traffic Regulations (Northern Ireland) 2008 which would exempt Police Service of Northern Ireland (PSNI) civilian staff from the requirements of regulations for the purposes of providing driver training.

Why We Are Consulting

The proposal is to amend Article 14(d) of the Motorways Traffic Regulations (NI) 2008 to add wording that would extend the coverage of the article to allow the Chief Constable to authorise member of PSNI civilian staff whose role is driver training.   

The Police Service of Northern Ireland proposes the use of civilian instructors to would allow a better use of resource with more Officers allocated to frontline policing roles. There is also a cost saving to the organisation by employing a civilian support staff member to perform this role.

The use of civilian instructors to deliver driver training is commonplace in the rest of the United Kingdom.

The proposal would only extend to civilian instructors who are Police Service of Northern Ireland employees.  It would not extend to the use of external suppliers or agency staff.
